How can I use a DVDRW disc like a CDRW where you can just drag,drop files and then burn those additional ones?
You see, I have my photos extensively organized and have burnt them to two separate re-writable dvds. I have left enough space on each for additional pictures since I take so many. Now, this is my problem, for instance: I have a folder named "Events" on the disc where graduations, birthdays, etc. go in. I want to add a new file called 17th Birthday directly into this "Events" folder, but it will not let me. I would prefer to be able to use Windows Explorer to do this like with a CDRW. I don't understand why they have not made DVDRW's with this feature. In-CD from Nero screws with my drive, so I don't want to use that.
When Microsoft designed Windows XP, they did not include integrated DVD burning support. If you look at the following list of features for XP, you'll see that integrated CD burning is there, but not integrated DVD burning:

because of Microsoft's choice on this, any DVD burning you do on Windows XP requires additional software not included with Windows. This includes drag and drop burning like what you describe.
If you don't wish to use Nero's software, there are many other choices you could go with. Here is a list of some commonly used CD/DVD burning software:
