Does anybody know a trans-atlantic airline (boston-london) that does not charge a fare for babies?
under the age of 2? How can they get away with this when they are not taking up a seat?
Sorry, there aren't any that do not charge.
ALL airlines must levy a service charge for lap children on their international flights.

Because all children, regardless of age, must have a ticket when flying internationally.
Children under age 2 are not charged a "fare" to sit on an adults lap but the fee applies to lap children on international flights because even though they are not taking up a seat, they MUST be ticketed. Therefore international travel taxes apply. Children under 24 months are usually charged 10% of an adult fare, even though the infant will be on the lap of another passenger for the flight.
BTW- British Airways, Virgin Atlantic & American Airlines fly non-stop BOS-LHR.
